The term structural change is used everywhere, all the time. It is often associated with uncertainty and fear. But it should rather stand for hope and drive. It is important to understand that the current focus is on securing and improving the conditions for local people and companies. This includes infrastructure projects as well as the promotion of research and culture. Everything is interrelated. People come and stay mainly because of good jobs, and companies because of skilled workers. However, a strong economy needs future-proof infrastructure to remain competitive, whether it’s energy, water or high-speed internet. Skilled workers are not only interested in jobs; a good quality of life is a decisive pull factor. This includes basic services, attractive housing, educational opportunities, as well as cultural and leisure activities. The whole package has to be just right!
Hoyerswerda has already dealt intensively with this issue in 2019 and developed the “LebensEnergieStadt” strategy together with many stakeholders. More than 20 measures were outlined and partly further developed. A strategy turned into a feasible plan alongside the law for the coal phase-out passed in January 2020, coupled with the possibilities that structural funding provided. In addition, exciting large-scale projects in various research areas are being implemented in and around Hoyerswerda. These will provide a boost for further development.
